The teacher supply store had fake snow. I have played with this before - its really neat and you can reuse it! Its like $13 a small container.

Snow people ..cut out snow family and glue cotton on them to give appearance of snow then decorate them up .. mom can have a purse and earrings ... dad snow man can have a hat or some work boots ... etc
